workflow's not triggering on System User creation/Update, CRM 2011 Online with O365 integrated environment

Hi All,

  I have create a workflow to run on create/update of the System User Record in CRM. But we can't create users in CRM 2011 online directly. I have created users in O365, user records coming to CRM.  But the workflow not triggering on user creation/updation.

     can we run workflows/plugins on System user creation in CRM 2011 online?
