Question re: setting up restricted user permissions

I am having difficulty setting up a restricted access user role.  I need the user to be able to view all the Account, Activity, and Contact records in CRM, as well as run reporting & view other users' activities, but not be able to change data in the records at all, except for their own activities and notes.   Has anyone set up a user account like this, and have an idea what the correct settings are?  So far, the profiles I've created are way too limited because it is not allowing the user to view the data or add activities at all.
