Cannot create new contact directly from company record

My security role allows a user to create a new contact if they're in the contacts view, but for some reason if the user is already in a company's record clicking on the 'add new contact' button says they have insufficient permission and is denied access.

Is there a specific security setting that needs to be given a user access level in order for them to add contacts directly from the company's page?
