Dialog to input a Contacts info. and contact workflow for clean-up?

Our organization was thinking of a clear step by step process of entering in new contacts but making sure we have all the information needed before it gets added into the system. We didn't want to make all these fields required on our contact form as we use that in different ways that might hinder someone else using the contact form. I was thinking a Dialog would be the best bet for this? The Dialog would gather information about the contact step by step and then enter the information into a new contact to then enter the system.

Does this seem to be the best solution for this? Would this work? What is the best practice for entering contacts in the CRM system?

The other thing we would like to do but I'm a little unsure of is to have a workflow that would check the primary contact of an account and if it were missing try to find it in another location? Our situation is we have created a custom entity that is tied to Accounts named Account Contacts. This was created so we could store multiple contacts easily for our Accounts. I'd like to have a workflow that would check the primary contact for an Account and if it were missing check our Account contacts for that Account and place the first name it comes across in it to the primary contact? This would at least give us a primary contact for the account which is better than empty. I'm not sure if there is a better way to do this or not and that's why I'm here. :)
