CRM outlook add-in is disabled on startup when using outlook 2013

We are using MS Dynamics CRM 2013 Service pack 1(SP1) (6.1.0.581) for Microsoft Office Outlook with Offline Access. We are connected to Outlook 2013. When outlook is opened, CRM Add-in is disabled/not loaded. It says CRM failed to load and the user has to manually enable/load this Add-in. Though this is a great feature of outlook 2013, we don't want outlook to disable this add-in. We want outlook to wait for CRM-Addin to load on start up. How can we achieve this? I have set the load behavior to 3 on the path given below. This does not seem to work.
