Opportunities Won't Close

When selecting 'Close as Won' or 'Close as Lost' on the Opportunity the 'Close opportunity' pop up will show, I select the status reason, actual revenue etc. and click OK. The system then doesn't actually close the Opportunity. The only way we can currently close an Opportunity is via the Quote. How do I fix this?
