CRM 2011 - Security to view entities, but not Solutions

I have been trying to figure out which option in CRM 2011 Security Role allows a user to view Settings->Customizations->view all entities.  However, I do not want to allow the user to view Solutions. 

On the Customizations Tab (within a security role), everthing is "green" circles except the Solution line items.  However, when I go to Settings->Customizations->, I can only see Developer Resources.  I would like to be able to at least read all of the entities, but not the Solutions.

Any ideas would be great.
