Case form "Responsible Contact"

Hi, 

What exactly is the field "Responsible Contact" used for? If you have a "Contact" field on the form, an "Account" Field, and an "Owner", then you have the external customer, the external contact, and the internal user who owns the case all populated. What would "Responsible Contact" be used for? As it's a contact I'm assuming this refers to someone external to the organisation.
