Re-enabling users and adding new users - invitation will not send

I am trying to re-enable users and add new users but the invitation will not send to the new or re-enabled users - when the re-enabled users are enabled, when they try to log on using their old password and username, they are getting an error message to say they are not part of the organisation, but there set up is correct. I need some help on this please
