Error sending email in CRM 2011: "This message has not yet been submitted for delivery"

I cannot send a manually created email from my account without getting the message "This message has not yet been submitted for delivery". I have sysadmin privileges. This same behavior happens with less privileged accounts that run in workflows or manually. These all worked in CRM 4.0.

All accounts are set to use Email Router.

I have Email Routerconfigured with an outbound profile. When I click the 'test access' button, it says 'Outgoing Status: Succeeded'. My account and all the other accounts that send email via workflows show up on the router in the "users, queues and forward mailboxes" window. All are successful when pressing 'test access'.

The Email Router profile and deployment are using a privileged domain account that is a member of PrivUserGroup.

This is a new CRM 2011 implementation where I am upgrading from CRM 4.0 and Email Routeris running on VM that is seperate from the CRM box (VM) for performance reasons.
