The lookup reference could not be resolved

I want to import records where the entity has a lookup field as a required field.

The value in the import file which should be used to match the record in the lookup field is an option-set field in the referenced entity.

I only have one record for each option set value in this referenced entity, but still everytime I got this error message:

The lookup reference could not be resolved
