CRM 2015/2016 - Links to records causing errors for users without permissions to the particular form

We recently upgraded from CRM 2011 on-prem to 2016 on-prem. Since 2015 there has been a bit of an issue that I'd love to find a solution for. In 2011, something that our users would regularly do was to copy the link to a record and then send that link to other members of our staff so that they can open it and make changes. I will use the Account entity as an example. We have multiple forms on our account entity, each specialized for the department. There are permissions set so that each user only sees the form for their own department. Now, in 2011 when a user copied a link to a record and sent it to someone in another department, when that person opened the link, the CRM would automatically switch to the form that they have visibility to and display the record. Now, if the user doesn't have the permission to the same form as the person who sent them the link, they get a generic error (CRM Has Encountered An Error) and they cant load the form. Any ideas on how to change this so that our users from different departments can send each other links? Please keep in mind that giving all users permissions to all forms is not an option. Thanks!
