How to limit emails per hour for campaigns and mass mailings

I would like to use campaigns or quick campaigns to send email blasts to our customers. Our email limit per hour on our server is 500 per hour although our customer list is a few thousand long. Is there any way to set up microsoft dyanmics so we can throttle, or otherwise limit, the number of emails going out per hour so we can fall within our allowed emails per hour? Ideally, we would like to set it up so 400 emails go out in one batch per hour....can this be done with workflows or any other plugin or process?
