New, Reply, and Forward emails open as saved even with Auto-save off?

In our CRM org, every time myself or any other user creates a new email, that email is already a saved draft.  I've confirmed that 'Enable auto save on all forms' in the System Settings is set to 'No'.  Is this there some other setting I'm missing or is this expected behavior of CRM?  We're running CRM 2015 on-prem.
