Skype work for User, but Not for Contact or Account

Hi, Skype click to call work for system user phone number, but not for contact or account fields. I notice that if I place the mouse over the phone number fields in contact or account, it show under line, but does not happened for system user.

Does anyone have any idea whey the Skype behave differently for account or contact?
