Duplicate Detection Rule HELP

Hi, 

Is there a way in CRM to prevent a user from overriding the duplicate dectection pop-up window?  For example if the user creates a duplicate, the detector brings up the pop up (which is good), but how can I make this happen without the option to save the record anyways?
