Cannot create a Response to a Marketing campaign

Hi everybody,

some of our marketing users arent able to create a response after a marketing campaign was set up.

There is a failure message with "Reaction can´t be created for this template". Is the reason for the Problem the campaign itself or are there other reasons why this could happen?
