Notify user against uploading files using Notes section

Is there any tried and tested way (supported way) of
1. Hiding the Attach button in the Notes section provided by MSCRM ?

2. Trigger a function when the user clicks on the 'Attach' button?


Currently, I have a plugin running on the Create/Update of Notes (annotation). But this plugin is triggered only when the user clicks on the 'Done' button.
