Duplicate Detection Errors

Ok , this is odd.   I'm getting Duplicate detection errors with all Duplicate Detection Turned off.

All rules are set to unpublished on all entities. 

I did a test import where I mapped the Account Name to Company Name and all record import failed.     CRM 2016 lastest Update.      I know I have cold but this is odd!!!!!!
