All emails are being tracked regardless of settings

I have a user whose emails are all being tracked. WE tried adjusting his CRM options to no avail.  (We are using the Outlook client)

ALLOW CRM TO SEND EMAIL is checked

CHECK INCOMING EMAIL   is unchecked

I tried unchecking ALLOW CRM TO SEND EMAIL as well and it is still tracking everything he SENDS. 

Has anyone experienced this before?
