CRM 2016 on premise to CRM on line migration

Hi every one,

We are migrating Dynamics CRM 2016 on premise to Online. we used the Microsoft dynamics life cycle services to create the project. Once the project was created we faced this error : You do not have permission to access this project resource. You will now be returned to the homepage to select another project.

Our system administrator tried to do the same and he got the same problem

Is there a solution for this problem ? 

Or is there another method to do the migration ?
