Address Book - Is there a way to update at System Level

Per CRM User, you can go into outlook to change the Address Book options.  We would like the Do Not Match radio button selected for all of our users.  I was wondering if there is a way to change this at the System level without the user involvement?  I did not find anything in the registry.  Wondering if there is a local configuration file that holds the values or is it stored in CRM Online or stored in a Group Policy?
