Team access record

Hi masters,

I have case like this:

1. I have 2 sales departments: D001 - Export, D002 - Domestic

2. In D001, I have 3 user: manager11, salesman101, salesman102.

And in D002, I have 3 user: manager21, salesman201, salesman202.

All salesman can create Quotes.

I want to manager11 and manager 21 just access record of salesman that they manage. 

I don't want to create 2BU or share record.  Could I create 2 team Export and Domestic to solve this case.
