Dynamics CRM recursive activities

Hi there,

I've a requirement, want to create recursive activities on Account entity. Please suggest possible way outs.

Conditions are

When an Account does not purchase any item an activity to be created (Phonecall/Task). Activity needs to create for every week. If an activity created on an Account then no activity created

When an Account become dormant.

Courtesy Activities - Periodically an activity needs to set by CRM for every week/month/quarter. 

Majorly, the customization do not create any duplicate activities against Accounts.

I'd created OOB functionality , its working very fine, but Some times I'm facing some performance issues. 

So, please suggest any inhouse customization.

I'm using MSD CRM 2013.1 on-premise.
