Missing "Project-based Service" option when creating a product

Hi there, 

I am unable to select "Project-based Service" as an option when attempting to add a "Project-based Lines" Opportunity Line to a Project Service Automation Opportunity. I've attached a screenshot showing the lack of option. What would cause this?
