Custom Actions missing in "Perform Action" step of workflow

I want to call a custom action from a workflow, but it is missing in the step "Perform Action". Only 17 are showing but I have a total of 30 defined in my system and they're all activated. Why don't they appear? I didn't find any documentation about it.
