Set Regarding-CRM Outlook

In regards to CRM and set regarding with archiving data on an employee’s c drive.  It looks like emails which are located in the Outlook archiving area cannot be used to set regarding in CRM.

How to keep outlook size down, but yet allow user/employee to still use CRM effectively.
