D365 V9 Apps, multilingual issues, app doesn't show whole app in other languages

We have been working with the new custom app structure, based on CRM V9 and the CDS. I have run across an issue.  When setting up the app in one language, it doesn't set up the app for other languages.  In fact, if I change my user language, suddenly my app configuration goes away.  Even when I go into the Apps area and modify the app in another language, the app no longer reflects the base language.  This is a nontrivial issue, as the people setting up our apps are not the translators, and it's not reasonable to make them memorize the app structure in all languages. 

Has anyone else run across this?  Does anyone know a way to work around it?  We're in the lat stages of upgrading a production system to V9, and we thought we were ready, until we realized none of our work was in other languages.
