Can't create new in Sub grid

Hi, 

I have a product sub grid, that have the + sign but it shows only the existing records without "new" like the image. 

i can create a new record if i click on look up more records but its like creating a new record without mapping. 

why new is not there? 

I checked ribbon workbench there is no button is hidden all is showing.

any suggestion?
