Creating a form in Portals to just send an email with attachments to specific email

Hi there, 

This is an unusual request for a CRM tool however it meets an interim step before moving to a proper solution. 

Is this possible to do with Portals? I  just need a form that sends an email to a person that can be or not in CRM as Contact or User.

So, it is a simple form function no need to create a case. 

Any elegant way of doing this will be appreciated and marked as a solution.
