Quote & Quote product records not created during BPF stage progress

Hello,

I am trying to progress to the next stage (Quote) in Business Process Flows (BPF) from Opportunity. It is not creating Quote records on its own as it creates when using navigation tiles. The requirement is to create Quote and Quote Product from Opportunity and Opportunity Product of previous stage in BPF. I am not sure why CRM is not creating Quote records when go to next stage when BPF used.

Any thoughts?
