How to prevent users from creating multiple records using the same look up value?

Hello,

we have an account entity under which we have sub-accounts sub grid and we want to restrict users from creating multiple sub accounts using the same Location Look up field which is on the sub account form. No 2 sub accounts can be created using the same Location lookup value under the same account. 

How can I achieve this using JavaScript web resource?
