Custom BPF doesn't work with custom publisher

I've two BPFs, the first: "BPF A" I created with my custom publisher in custom solution, second "BPF B" is a Microsoft Dynamics BPF copy created when I clicked on "save as" in "BPF A" they are same, except for name, logical name and publisher

"BPF A" name = BPF - Client Agriculture

"BPF A" logical name = customPublisher_BPFagriculture

"BPF A" Publisher = customPublisher

"BPF B" name = BPF - Client Agriculture 2

"BPF B" Logical name = new_bpf_f78d------------------8377289d4

"BPF B" Publisher = default

I can't Activate "BPF A" but I can Activate and use "BPF B" normally. I don't know why. Can you please help me understand why?
