How to display a notification or an alert when user log in into the CRM portal

I would like to display a notification or an alert when user log in into the CRM portal. This notification is about an action that happened in CRM, say a new case is created for that user and would like to alert him/her for the same.

Is there any way to achieve this? Any assistance would be appreciated.
