Add User Window wont close

New installation of CRM 2016 Premise.  I added a few users and when I added the final one I clicked on CLOSE to close the window.  No dice.  I then clicked on Add User and that took me back through the wizard again.   I clicked on Cancel  on the select security roles  Window.  Again , no dice.  Any suggestions on how to fix the problem?   2.2 Server update is installed.  Running on Windows 2016 Server with all patches and SQL Server 2016 SP2 with all CU's.
