Business Rules on Quick Forms

hi,

according to this https://docs.microsoft.com/en-us/dynamics365/customer-engagement/customize/create-business-rules-recommendations-apply-logic-form it is possible to apply a business rule to a quick form, how? The scope drop down does not list the quick form and when I select 'All Forms' it makes no difference
