Move a button out of Other Activities drop down list

Hi, I was wondering if there is a way to move a button to the command bar out of the 'Other Activities' flyout ?  Below is what I'd like to achieve:

I'd like to move the Portal Comment button to the command bar.

I am using Ribbon Workbench and when I click the 'Other Activities' button, there is nothing for me to move around:

I guess I could create a customized button on the command bar and copy whatever the existing Portal Comment button calls but I'm not sure what to do at this point because I couldn't find the existing Portal Comment button under the Other Activities flyout.
