crm 2013 enable rule firing twice

Hi all,

I add enable rule to command, and I see that it called twice:

Once before loading the form is completed and once after the form is loaded.

The problem is that I get error: 'globalFuntions is undefined' (I call function in JS globalFuntions ).
Does anyone have any idea why this is happening?
