Changing security attributes is not allowed in stage 20 plugins.

Hi,

I am getting this error while assigning opportunities to other user. Changing security attributes is not allowed in stage 20 plugins.

I don't have any plugins registered in stage 10 or 20. I don't know why it's happening in CRM 2016 - On Premise. Kindly guide me out.
