Business Rule - Update all Records

Hi, i have created a business rule for a field in a new entity. The rule works fine but only for open und saved records.

than i had the idea to fire a workflow of all records with update, but the business rule doesnt work with the update command.

have you any ideas to update the business rule fild for all records?
