Can no longer see attach file or insert signature button on email ribbon

Soo here's a strange one. This either happened today or yesterday but the ribbon buttons on emails now have both the attach file button and Insert Signature button hidden. Also when clicking the delete button on the email it throws the below error:

Looking at the command checker I can see the current command definition layer which was a solution from Microsoft has altered the XML.

I also noticed that the Attach file and Insert Signature seems to be disabled/hidden now due to this specific enable rule:

Can anyone tell me what happened and was this a recent patch that caused this?
