System.IO.FileNotFoundException With a Plugin

I have written a Plugin in C#. It interacts with a third party web service. I am able to call other search and create methods in the service but there is one call I make that I always get the error message below. I also loose all the trace statements that I have in my code.

Does anyone have any guidance on what to do?
