'jQuery' is undefined after update to UR12

Good afternoon,

We just went through a painful upgrade process to UR12 and the dust seems to be settling.  We are getting some errors, randomly, for 'jQuery is undefined'.

We have never had issues like this in the past.  We are currently running jQuery 1.7.1 in production and I know they are up to 1.9.1.  Is there a demand to upgrade?  I know they deprecated a bunch of java stuff in UR12 and IE10.
